1890 में नैनीताल प्रोपराइटर्स एसोसिएशन' बनी। पलीडवुड विलियम्स इसके अध्यक्ष बने। एसोसिएशन ने नैनीताल के विकास में चेतन्य एवं प्रमा हस्तक्षेप किया। नैनीताल प्रोपराइटर्स एसोसिएशन की सक्रिय पहल से तत्कालीन ब्रिटिश सरकार और नगर पालिका कमेटी को यहाँ की ज्वलंत समस्याओं से निपटने और नैनीताल के विकास को गति देने की दिशा में जरूरी कदम उठाने पर बाध्य होना पड़ा था। एसोसिएशन की 18 अक्टूबर, 1890 को पहली बैठक
