A 2-days Workshop on “Water conflicts in Odisha: Issues and way forward” has been organized during 28th – 29th, March, 2011 at Bhubaneswar by ‘Odisha State Centre’ of the ‘Forum for Policy Dialogue on Water Conflicts in India’. Environmental activists, thinkers, academicians, Government Officials, Farmer leader’s and Civil Society Organizations from different parts of the state participated in the workshop along with members of the National Steering Committee of Forum to discuss about the ongoing and emerging water conflicts in different geographies of the state.

The Dhamra Port Company Limited (DPCL)The Dhamra Port Company Limited (DPCL) is a 50:50 joint venture of L&T and Tata Steel. DPCL has been awarded a concession by Government of Orissa to build and operate a port north of the mouth of river Dhamra in Bhadrak district on BOOST (Build, Own, Operate, Share and Transfer) basis for a total period of 34 years including a period of 4 years for construction.

This report has been formulated after taking into consideration the deficiencies of the Constitution 74th Amendment Act 1992, the Master Plan approach identified during the National Workshop at Delhi and the current policy of economic liberalisation. This happened following a thunder burst on April 5.

According to Mahammad Ashlam of KBK Samachar, the local news agency, the downpour lasted 45 minutes and resulted in a huge run-off of the toxic waste into nearby water bodies from a crack in the pond wall of the one-million-tone refinery. Red mud or bauxite residue is a waste product of the alumina manufacturing process.
