The Parthasarathy Committe was a Technical Committee on DPAP, DDP, IWDP Programmes constituted by the Department of Land Resources, Ministry of Rural Development (MoRD) in 2006 and its report has attempted an exhaustive review of the experience of the watershed programme in India.

A report for the Planning Commission presents the water policy and action plan for the year 2020 for the country. The goals  put forward in the policy are such as would do justice to all users of water and yet would be practical and achievable. At present it is the central and state governments that play the key role in the management of water resources. The policy proposed, on the other hand, seeks to involve all the people at the level of the local communities so that they can conserve, develop and manage the water resource at the local level itself.

This report by FoRWARD deals with the reorientation of the watershed development programme in India. The government is apparently committing larger resources for watershed development and plans to bring most of the dryland, degraded lands under the coverage of the programme over the next 25 years or so.

The normative framework underlying the review “Understanding watershed development” requires a “normative framework” embracing the notions of “watershed” and “watershed development’, and how they are translated into practice. Such translation may also be based upon additional assumption about what is possible and desirable, and how to bring these changes about.

This report titled "Institutional History of Watershed Research in India - The evolution of ICRISAT's work on natural resources in India", by Dr C Shambu Prasad, A J Hall and S P Wani, published by ICRISAT, is a case study of watershed-based development initiatives at the International Crops Research Institute for the Semi-Arid Tropics (ICRISAT). It seeks to reveal the way scientists and development practitioners work and how they are shaped by the diversity of partners involved and thereby draw process lessons for ongoing and future work on watersheds in international agricultural research centers (IARCs).

This report in two parts titled "Feasibility of Payments for Watershed Services" is an outcome of a literature review taken up as part of the India PES Project, a collaborative initiative of CISED and NIVA.

This Watershed Works Manual for the National Rural Employment Guarantee Act (NREGA) programme was prepared by Samaj Pragati Sahayog at the request of the Union Ministry of Rural Development. It is meant for those individuals and organisations who will be involved in planning, implementing and/ or monitoring NREGA.
