The PAHELI report (Peoples' Audit of Health Education and Livelihoods) is a rapid assessment of the prevailing status of human development in a district and covers four major sectors: life and livelihoods, water and sanitation, mother and child health, and education and literacy. The design and execution of PAHELI was done by Pratham and PAHELI district partners.

The report highlights how traditionally, local communities exercised rights of ownership, use and management over their natural resources in the Himalayan states. They devised a variety of management systems suited to their own specific situation. Sanskar (precepts and rites), sanskriti (culture and customary practices) and niti (state policy and administration) were the bases of water harvesting traditions and their longevity. Individual dharma and social customs were the necessary conditions for sustaining these traditions, while local autonomy in resource management was the critical sufficient condition.

Memorandum: Scrap Renuka dam project

A memorandum demanding the scrapping of the proposed Renuka Dam Project in Sirmaur, Himachal Pradesh was sent to the Prime Minister, Union Minister of Water Resources, the Delhi Jal Board, the Central Water Commission and the Ministry of Social Justice today by concerned environment groups as well as representatives of the dam affected communities. The 5 page detailed submission has made this demand on three basic grounds - technical/conceptual issues, environment implications and the social impacts of the project. Attacking the very root and concept of the project the memorandum highlights the point that the agreement that was signed in May 1994 is no longer valid, as per the opinion of the Union Ministry of Law and Justice, since Rajasthan, one of the parties, did not sign the agreement. The Delhi Jal Board has admitted in response to an RTI application that no options assessment has been done to arrive at the least cost option before taking up the Renuka dam proposal. Without such an assessment, taking up a proposal like the Renuka dam would be completely wrong and inappropriate use of public resources. Moreover, several Studies have proved that Delhi itself is thirsty not because there is shortage of water but actually due to mismanagement and misappropriation of water. According to the Performance Audit report of the Delhi Jal Board for 2008, Delhi has distribution losses of 40 per cent of total water supply which is abnormal and significantly higher than the acceptable norms of 15 per cent prescribed by the Ministry of Urban Development.

Anyone between the ages of 21 and 28, with a graduate degree or a diploma (after 12th standard) and 2 years of work experience. Individuals who are likely to have examinations between July 2009 and June 2010 are not eligible. Leave will not be granted to take examinations during the year.

The following is a paper by Dr. Mohinder Slariya based on data collected during his Ph.D work. The work contains data sourced from the India Water Portal, and aims to illustrate local area climate changes with the development of hydroelectric projects. Abstract

Dams have had serious impacts on the lives, livelihoods, cultures and spiritual existence of indigenous, tribal and illiterate people, moreover on the physical environmental conditions and on the biodiversity of the area concerned. The dam related developmental activities in Ravi catchment area have been threatening the biodiversity in the whole catchment. There are more than 50 rivulets in the Ravi catchment and on which more than 70 power projects have been planned by the government by putting biodiversity at the stake. Developmental activities have unintentionally produce weather and climate modifications on a larger scale and threaten the existing biodiversity. Such developmental activities have been started day back in 1980s in Ravi basin with the installation of Baira Suil Power Project and today it has covered all most all Ravi basin starting from interstate broader of Jammu & Kashmir, Punjab and Himachal Pradesh and engulfed the green cover of the area. Because of this extinction the catchments area is experiencing drastic climatic changes, because of 100 km reservoirs of Shahpur Kandi (125MW), Thein Dam (600MW), Chamera-I (540MW) and Chamera-II (300 MW) and tunnelization of Ravi in 19.38 kms with a dia of 7 to 9 meters and 102 meters high surge shafts with 15.5 meters dia and underground power houses of Chamera-I & II and dry Ravi in almost all its natural route (27 kilometers in Chamera I & II). In this dry region there is a tremendous increase in the temperature and there is no timely and usual rain in the basin after the installation of power projects.
