Love for green: Healing the hills with trees - Work of Sachidanand Bharti in Uttarakhand

Sachidanand Bharti is known as the treeman in Uttarakhand, where he has been dedicatedly planting trees since the last 25 years. Hills in Uttarakhand were once barren, but now they are lush green, all due to his efforts. Bharti is a school teacher by profession but his real calling is as a climate crusader.

This brief article by Prof Jayanta Bandyopadhyay in the May 16-31 2010 issue of Business Economics magazine, highlights the recent plans of the central and state goverments of constructing a large number of dams on Himalayan rivers. Environmentalists continue to consistently argue against the construction of dams that are built without respect for ecological sciences and warn that this could lead to increase in disasters in the fragile Himalayan region.

The report presents field experiences and lessons in developing Incentive-based Mechanisms (IBMs) for watershed protection services and improved livelihoods at micro and macro-scales, derived from an action-learning project in India at three locations in the states of Himachal Pradesh (HP) and Madhya Pradesh (MP).

An inter-village transaction was facilitated at one site (the Kuhan micro-catchment in HP), while at the second site (Suan micro-catchment in HP) a transaction failed to materialize despite initial interest. At the third site in MP, there was interest in undertaking a transaction between the city of Bhopal and the catchment of its lake, the Bhoj Wetlands. 

The action research has yielded insights into the role of hydrological information, types of incentive mechanisms, the importance of institutions and the implementation of IBMs.

This paper by the People's Science Institute informs that domestic water supply, mistakenly referred to as drinking water supply, is a state subject under the Indian constitution. However, policies and programmes are ususally set within a national framework as a part of the national five year plans. Domestic water supply programme performance in Himachal Pradesh and Uttarakhand have followed national trends.

This report available on the  Watershed Support Services And Activities Network (WASSAN) site provides the details of three workshops organised by People's Science Institute (PSI) in October 2006 in the states of Uttarakhand and Himachal Pradesh as a first step towards sharing the experiences of System of Rice Intensification (SRI) method with the stakeholders group as well as assist the voluntary organisations in Uttarakhand and Himachal Pradesh to develop professional capabilities in the field of SRI method of paddy cultivation.
