The document emphasises the need for periodic modifications in the water policy. This is  in terms of planning and management of water resources by taking into consideration the changes in economic, social, climatic, demographic situation of the country and the urgent need to conserve the available water resources.

Volume I is divided into six chapters and includes:

Chapter 1: Provides a brief introduction on the background of the National Water Mission in the context of the threat of climatic change and its impact on reduction in the water resources in the country.

Chapter 2: Describes the objectives or features of the National Water Mission

In view of this scenario, and the housing shortage and budgetary constraints of both the central and state governments, the policy highlights the need for promotion of public-private partnerships to reach its goal of Affordable Housing for All.

The National Environment Policy (NEP) by the Ministry of Environment and Forests (MoEF) aims at mainstreaming environmental concerns into all developmental activities. It emphasises conservation of resources, and points that the best way to aid conservation is to ensure that people dependent on resources obtain better livelihoods from conservation, than from degradation of the resources. It argues that environmental degradation often leads to poverty and poor health outcomes among populations.

These two documents by the Government of India, Ministry of Water Resources (MoWR) provide information and details on the 'Repair, Renovation and Restoration (RRR) of Water Bodies' scheme that has been launched by the Ministry under the state sector, one with domestic budgetary support and the other with external assistance.

The historical ‘Samajik Parivarthan Yatra’ (Rally for Social Transformation), has been started to consolidate the gains of the movement for total eradication by liberated safai karmacharis who for the first time are bonding with one another began the  journey for social change  together, to inspire others who are still engaged in manual scavenging to free themselves from the obnoxious practise and regain their sense of dignity, and also to achieve their rightful claims for the rehabilitation package and dignified alternative livelihoods on the one hand; and on the other, to motivate civil society to reject the heinous practice of manual scavenging. The Bus Yatra has been planned to start from five different corners of India, and traverse through 160 districts in 20 states and finally culminate in New Delhi with a large rally. Each route has been named after an eminent person who contributed to social change in a revolutionary manner.

The National Environment Engineering Research Institute (NEERI) is a premier CSIR laboratory. On September 7th, NEERI held a brainstorming workshop entitled "Interface between water technology developers and other stakeholders”.  The purpose of the workshop was to engage better with other players involved with bringing scientific innovation in the water sector to reach large numbers of people who need the innovations.  Attendees included scientists from many CSIR laboratories involved with water research, senior central government officials from the Rural Water Supply Department and the Dept of Science and Technology, State government officials, representatives from leading corporate houses including Eureka Forbes and Unilever and NGOs.  

A workshop on developing interface between water technology developers and other stakeholders particularly those who actively address water policy issues namely officials of Department of Drinking Water and Sanitation, Public Health Engineering Department, NGOs, International Organisations and Professional Associations was held by the National Environmental Engineering Research Institute (NEERI) with support of the Department of Science and Technology (DST) at Nagpur on 7^th September, 2010.
