Water Management

It indicates that the aquatic ecosystem of an area disappeared due to unplanned development of agro ecosystems and human settlements. This area was earlier covered with ponds, wetlands and ox-bow lakes. Now, during the rainy season, inhabitants of these wards face severe problem of water logging and pollution. 

The various possible PPP structures for the sector were studied, and their applicability assessed in the context of the selected sample cities. Consultations led to development of term sheets for these PPP structures, which were identified as most suitable and feasible for implementation.

The above exercise has led to development of this report, which may be considered as a tool kit designed to help decision makers decide whether a particular project might be suitable for the PPP route or not. The tool kit can, therefore, be the basis for approving a project implementation structure as part of the overall project approval methodology.

Bharti Integrated Rural Development Society (BIRDS) is a non-profit organization established in 1991 at Nandyal, in Kurnool district of Andhara Pradesh, India. Founded and directed by Paul Raja Rao, BIRDS has grown in the past six years from a grassroots attempt to empower the Dalits and provide a few microfinance loans to groups of women.

The society is an AIDS care hospice of about 5 acres, on the outskirts of Bangalore.

This report and video by Manthan Adhyayan Kendra, looks at various aspects of PPPs, beginning from why PPPs have come to be regarded as the major approach for infrastructure development in the country, the circumstances that lead to the change in approach from direct privatisation to public-private partnerships, the current status of the PPP projects that are being executed in India, especially in the water sector, to the current estimates and projections of investment requirements for infrastructure development in India by governments and International Financial Institutions (IFIs).

Background
Water is fast emerging as the key resource of the future. The demand for fresh water is growing at a tremendous pace, aided by a growing population and increased levels of industrialization. Discharge of untreated industrial and domestic waste water to existing fresh water bodies is another cause of concern, as it diminishes the availability of fresh water resources. Both the State and Central Governments have taken cognizance of this need to augment water availability, which is reflected in the growing investments in the water and sanitation sector.
