The Orissa Tribal Empowerment and Livelihood Project (OTELP) focuses on empowering the tribals and enabling them to enhance their food security, increase their incomes and improve their overall quality of life through more efficient natural resource management based on the principles of improved watershed management and more productive environmentally sound agricultural practices and through off-farm/non-farm enterprise development.
Orissa Tribal Empowerment and Livelihood Project (OTELP) has proposed to develop 149 micro-watersheds (with about 5000 ha each) in Malkangiri district of Odisha. Initially they have explored with WASSAN to become a large size project implementing agency. Later on they agreed to the following two suggestions made by WASSAN (i) the programme may be implemented through a consortium of NGOs and (ii) OTELP may be flexible to integrate relevant experiences under RRA from different parts of the country.
With this understanding, a total of 15-16 local NGOs were identified who will act as Project Implementing Agencies (PIA). Besides that 4 support organizations (SO) were identified who will facilitate the entire programme with the district. Chetna Organic and WASSAN have agreed to be 2 of the above 4 support organizations. The above group of PIAs and SOs have jointly applied formally for consideration by Govt. of Odisha. The above proposal is likely to be approved during the month of June.
The following two specific human resource persons are required for coordination of the emerging programme in Malkanagiri district.
- One resource unit at the district level in Malkanagiri consisting of 1 programme coordinator and 1 data manager for the total programme in the district
- Another resource unit at Hyderabad consisting of the 2 persons indicated above
Both the above units may be jointly working with Chetna Organics as well as WASSAN in supporting the above programme.
