You may recall that following an appeal by SANDRP before the Central Information Commission, CIC had in January 2009 asked India Met Dept to review their policy and put up district wise monthly rainfall data for at least five years on its website. The relevant order of CIC can be seen here: CIC to IMD Review Info Policy and relevant Press Release from SANDRP can be seen at: CIC Directs IMD to Review Information Policy Now, IMD has put up the requested data on its website, see: http://imd.gov.in/section/hydro/distrainfall/districtrain.html IMD tells us that they are still in the process of collecting, collating the data and data of more districts would be uploaded as they are ready. We have also suggested to IMD to also provide annual figures (total of the monthly data) so that people get quick picture about the same. We also notice that links for some of the districts (e.g. Nalgonda in AP) are not working. Let us know if you have other feedback. We would like to thank all those who have also submitted their comments on the India Water Portal, supporting our position, the comments were submitted to IMD and CIC.

As is evident, Water is going to be of increasing critical importance to countries like India in the coming years. ASSOCHAM has been carrying out special studies and surveys on water conservation and related issues. Our view is that water is going to be as integral part of whole infrastructure system as roads, power, etc in the development process in future. During informal consultations with government officials, experts and NGO's, we have been advised to raise awareness about water management among the consumers, industrial houses, agriculturists, environmentalists, NGO's, media, etc. so as to generate priority concern for all and to help find right solutions.

Water supply is one of the five urban basic services being addressed by the Government of India under the Jawaharlal Nehru National Urban Renewal Mission (JNNURM). The Ministry of Urban Development (MoUD) with support from Asian Development Bank (ADB) embarked on a Benchmarking and Water Utilities Data Book Project for 20 selected water utilities in India.

This paper published on the International Environmental Law Research Centre (IELRC) website examines the reasons behind the new project and the institutional, financial and legal aspects of the Tirupur PPP.

It also examines important legal issues such as the right to water, competing interests in water, financing of projects, waste water management and the environmental consequences of the PPP. More particularly, it questions the wisdom of planning a water supply project that seeks to prioritize the needs of a polluting industry over the basic water needs of the region.

The New Tirupur Area Development Corporation Limited (NTADCL) is the first public private partnership, set up in 1995 primarily to supply industrial water to Tirupur, a major export centre for knitwear, in India. This water supply and sewerage project is also the first project to be structured on a commercial format; first concession by a state government to a public limited company to draw raw water for domestic and industrial uses and to collect revenues; the first index-based user charges and direct cost recovery for urban environmental services.
