Supaul District

It is difficult to make small talk with a woman who has lost her all.

A fraud in Kosi flood relief distribution has landed a government official in trouble in Bihar's Supaul district.

As many as 286 cheques allegedly went missing from the office of the block development officer (BDO) of Chhatapur in the district.

This report by ACWADAM based on a rapid hydro-geological appraisal of 2 villages, in Supaul distict in flood-prone North Bihar, gives a good understanding of local conditions as well generates a lot of useful data, that can help in planning groundwater management interventions in a village. Such information is crucial especially for regions such as North Bihar, where current data about the local conditions are literally absent.

"Megh Pyne Abhiyan" is a network of NGOS that has been working in flood affected areas in Bihar with Arghyam support for the past few years. MPA has been grappling with the idea of providing clean water and sanitation in Bihar.

This year we certainly need much larger quantities due to extensive work going on in flood affected areas of Bihar & Orissa. We are thankful to a large number of organizations & individuals who whole-heartedly supported our campaign Rahat Floods.

In September 2008, Dalit Watch published a report on its findings while monitoring 205 relief camps in the wake of the devastating floods on the India-Nepal border. This report records the damage caused by the breach on the embankment of the Kosi river in August 2008 and appraises the quality of relief efforts in the aftermath of the floods.

The setting is unique. 34 Nepali villages within the embankments want the breach to remain opened. I talked to some of them and reminded them of the slogan that was in air at the time of construction of the embankments, "Aadhi Roti Khayengein, Kosi Baandh Banayengei".

Plan’s India’s Response:

Plan India has started a limited and focused response operation to the Bihar flood situation in Supaul district ,Triveniganj Block Dafarka Canal an isolated and cutoff population of around 40000 people who are living in an embankment and are yet unreached by either government or civil society. Plan has already dispatched 10 lakh halazone tablets, 650 kilograms of carbolic acid [to prevent snake and insect bites], 2.5 tons of bleaching powder and 20 life jackets. Plan has raised 25000 soaps through corporate donations and the consignment will be sent early next week. Plan India staff have contributed one day of their wage to the response operations. A lot of effort is also being put in to raise funds through local sources.

On the ground, the interventions are planned through 3-5 Camps sites in three districts with local NGO partnership:

• Supaul District which is badly impacted with 15 of 18 blocks under water where we intend to reach 4000 people initially and scale up to 6000 people.
• Madhepura district Block Alam Nagar 2500 people and scale up to about 4000.
• Saharsa, Block Sonbarsa, approximate 3000 people.

At the Camp Sites

• People are crowded in camps on high ground in community buildings and road sides.
• Health needs are not adequately being met
• Stagnant water is creating difficulties in access.
• There is some distribution of plastic sheeting.
• People are living in close proximity with there animals.
• There is no electricity and inadequate light through candles is creating difficulties.
• No privacy for women.
• No safe spaces for children.

About the Report: The flood situation report has been a joint effort of Megh Pyne Abhiyan's (literally clouds' water campaign, involving people around the issue of water and livelihood, and a functional network of grassroots organizations) partners - Gramyasheel, Supaul; Kosi Seva Sadan, Saharsa; Samta, Khagaria, Ghoghardiha Prakhand Swarajya Vikas Sangh, Madhubani; SAVERA, West Champaran; Luisa Cortesi and Eklavya Prasad in assistance with Santosh Jha of Gram Bharti, Raghopur.Supaul. For compiling the situation report, two days of field visit was undertaken by the team, involving extensive interaction with affected villagers from India and Nepal, discussion with members of civil society groups, deliberations with government officials (Sub Divisional Magistrate and Dy Superintendent of Police, Tribeniganj; District Magistrate, Supal) and internal exchange of idea between the partners of Megh Pyne Abhiyan (MPA) and the supporting organizations. During the field visit, the group started to explore the option of establishing a district level coordination group comprising of eminent personalities and professionals, representatives of non governmental organizations and media, to coordinate and steer the rescue and relief work with individuals, government agencies, non government organizations, donor agencies, corporate bodies etc. Hence, on 25th August during a district level meeting of local organizations, activists and donor agency, a consensus was reached to set up a coordination group, named as the Flood Action Coordination Group (FACG), Supaul.

General overview of the River: On the 18th of August the eastern embankment of Kosi near Kusaha in Nepal's Sunsari district breached. The breach itself has caused colossal loss of life and property in the south east tarai region of Nepal and in six districts of north Bihar, affecting more than 2.5 million human lives. After the breach, the river has shifted its course nearly 100 kilometres (kms) eastward from its earlier course (which use to pass through the districts of Supaul, Saharsa, Madhubani, Darbhanga and Khagaria).
