Himalayan solutions for cooperation and security in river basins : A report by Strategic Foresight Group

coverThis report by the Strategic Foresight Group is a follow-up to its earlier report The Himalayan Challenge: Water Security in Emerging Asia, 2010 . The growing water stress, plans for dams on shared rivers, and uncertainties about the precise impact of climate change have brought water to the forefront of the political agenda of countries in the Himalayan River Basins.

The report recommends policy options for national governments as well as strategies which can be implemented by local authorities and community groups in a politically viable manner. Some of the ideas may on the surface appear to be addressing micro-level issues. However, such micro-level issues do have an important bearing on security at the macro-level in a large continent such as Asia. This is the experience of many other regions as well, as illustrated in several of the chapters in this report.

The objective of this report is to explore how river basins in the Himalayan region, and particularly shared water resources, can foster cooperation and security between Bangladesh, China, India and Nepal. The conventional view is that depleting water resources, growing problem of pollution, uncertain risks posed by climate change together may lead to competition for resources, migration, social instability, internal conflicts and diplomatic tensions between countries. This view is realistic and was discussed in detail in a previous report of Strategic Foresight Group. It has contributed to spreading the awareness of security risks associated with water crisis in the Himalayan region.

LandslideHowever, increasing anthropogenic intervention in the recent times appears to be contributing to terrain instability in addition to natural factors, as observed by increasing frequency and magnitude of landslides since 1970.

During August and September 2010, Uttarakhand Himalaya witnessed large-scale slope destabilization, particularly along the roads where widening work was in progress leading to huge damage. The cause of regional-scale landslides has been attributed to exceptionally high rainfall in the region during September. When the average rainfall for the month of August and September from 2000 to 2009 is compared with rainfall data of the same period of 2010, it was found that in September 2010, 336 per cent higher rainfall was received by the area. However, the question that arises is: was it unusual rainfall-induced calamity or a result of human intervention?

Snow and glaciers of the Himalayas – A study by Indian Space Research Organisation

Cover PageThe study on “Snow and Glacier Studies”  was taken up by the Space Applications Centre, Indian Space Research Organisation (ISRO) and executed in collaboration with fourteen research organizations and academic institutions of the country, at the behest of the Ministry of Environment and Forests.

 Himalayan mountains contain important natural resources of frozen fresh water in the form of snow and glaciers. These glaciers are unique as they are located in tropics, high altitude regions, predominantly valley type and many are covered with debris.

The great northern plains of India sustain on the perennial melt of snow and glaciers meeting the water requirements of agriculture, industries, domestic sector even in the months of summer when large tracts of the country go dry. Therefore, it is important to monitor and assess the state of snow and glaciers and to know the sustainability of glaciers in view of changing global scenarios of climate and water security of the nation. Any information pertaining to Himalayan glaciers is normally difficult to be obtained by conventional means due to its harsh weather and rugged terrains.

Eastern Himalaya One of the main reasons cited for inadequate representation of biodiversity is a lack of readily available information on the status and distribution of inland water taxa.

In response to this need for information, the IUCN Species Programme, in collaboration with Zoo Outreach Organisation (ZOO) conducted the Eastern Himalaya Freshwater Biodiversity Assessment, a review of the global conservation status of 1,073 freshwater species belonging to three taxonomic groups – fishes (520 taxa), molluscs (186 taxa), and odonata (dragonflies and damselflies) (367 taxa). 

Other groups that include freshwater species that have been comprehensively assessed are freshwater crabs (assessed in 2008, and 57 species of crab are present within the assessment region), mammals, birds, and amphibians and their assessments can be accessed on the IUCN Red List.

This paper discusses the relevance of the process of decentralisation in water resources management. The paper argues that decentralisation is not about formulating a top-down reform package to transfer power from central government to other actors to manage water resources, nor is it about emphasising the existence of the bottom up agency.

Rather, the paper draws on "New Institutionalism" and argues that decentralisation is a complex adaptive process that involves natural as well as political actions of actors and agents who draw on existing structures to negotiate and renegotiate the existing unequal power relations to manage water.
