Policy recommendations on water, for local governments in the New York/New Jersey area, USA

One and a half years ago, as a 9th-grader, I worked over the summer with 20 other students from the New York/New Jersey area to formulate these recommendations based on our research of water quality and use issues in the region. Although water is plentiful in the area, it could be better managed. Many people here waste water because they take its abundance for granted. We hope that this plan can be implemented in local communities so as to improve people's awareness of this pressing issue.

I am interested in hearing what everyone in this forum has to say about it. I would especially like to know how the problems and solutions detailed in the attachment compare with those in India.
