One of the initiatives under Urban Water sector is to develop a Practical Framework for Integrated Urban Water Management (IUWM) for urban areas tying together topics like water resources, water supplies, storm water management, sanitation and underground drainage & waste water treatment as well as governance systems. The Framework document is envisioned as a guide for those who manage urban water at various levels and will emphasize simple, practical steps that can be taken to achieve equity and sustainability. It will draw on existing best practices and will be experimentally validated through pilots in small towns.
As part of this exercise, Arghyam in association with various partners are piloting IUWM in Mulbagal town in Kolar District of Karnataka. Under this initiative, we are setting up a Project Support Unit (PSU) which will be based in Mulbagal. Applications for various positions are invited under this head.
Post 1: Social Development Expert
Arghyam is looking for a dynamic individual to join our Integrated Urban Water Management team in Mulbagal, Karnataka Bangalore as Social Development Expert (SDE). Post Location , Mulbagal town, close to Bangalore Number of Positions , 1 Start Date , Immediate Job Summary: The Social Development Expert is a member of the Project Support Unit (PSU) and the focal point to provide technical support on social development issues related to the implementation of Integrated Urban Water Management (IUWM) program, piloted in Mulbagal town. The social development expert is expected to provide technical inputs on portfolios related to social development, namely, community mobilization, participatory mapping, capacity building, developing module & tool kits, developing linkages and coordination, community mapping, promotion of CBOs and strengthening institutional mechanisms, research, development of town level plans, monitoring, evaluation and reporting and work with other sector team members to achieve desirable results of the IUWM program. The Social development expert would closely work with all the stakeholders at the town, district, and ward/sector level and donor representative for committed results and provide necessary support in consolidating IUWM efforts. Duties & Responsibilities: • The person will report to the Programme Co-ordinator as part of the PSU. • Will be the nodal person at the town level for all social development processes related to IUWM • Provide technical support and facilitate the entire IUWM processes / projects undertaken by various partners, including Mulbagal TMC; participate, co-ordinate and support all activities - from gathering requirements, prioritization, design, managing schedules, tracking progress, resolving bottlenecks, meetings etc. • Community mobilization and participatory mapping: provide technical support to the stakeholders on community mobilization, rapport building, sensitisation, development of IEC materials and awareness generation • Capacity building, developing module & tool kits: work to enhance the skills of implementing agencies at the ground level to organize and conduct various training programs, development of training protocols/modules, tools, etc. • Developing linkages and coordination: support the stakeholders to liaise with different government departments, ULB and other institutions, create and strengthen mechanisms for smooth coordination between different stakeholders, etc. support in converging additional resources from different sources • Facilitate institutionalisation process: Enhance the capacities of the implementing agencies to strengthen CBOs, formation and strengthening Town Level Working Group (TLWG), documenting existing structures/institutions and mechanisms to carryout programs to strengthen the same. • Monitoring, evaluation and reporting: regularly monitor program progress by collecting and analysing data from the point of intervention and facilitate action for improvement. Track change indicators of increased level of water security; income and social indicator of poverty, etc, and ensure timely reporting. Also, be the point person for social auditing processes • Periodically support the preparation of progress reports for various purposes. • Work closely with Social Mobilisation organisation in achieving and improving, citizen participation and accountability under IUWM • All other tasks on a mutually agreed basis from time to time Requirements: • Master's in Social Work / Sociology / Social Sciences discipline from a reputed institution. • At least 5 years' experience of facilitating implementation of urban development, water and sanitation, community mobilization and participatory approaches at district/municipal level. • Strong facilitation and people mobilization skills, especially in working with Government/ULB systems and capacity to design and implement field research programs • Ability to co-ordinate and get multiple groups and partners, particularly with Government agencies / Departments / non-governmental groups to work towards a common goal. • Excellent communication skills , both oral and written in Kannada and English • Demonstrated ability to mobilize Government relevant programs for convergence at community/ group level. • Excellent in facilitating training programs, developing module and tools, development of reports, and coordinating with different stakeholders including Civil society organizations. • Leadership and team building skills • Ability to use computers and manage data independently. • Willingness to travel a lot in and around Mulbagal. Any other higher qualification is a plus. • Strong interest and understanding of the urban water and sanitation sector is essential; experienced candidates worked with Government supported / aided projects preferred. • Should have an understanding of the processes involved in working with Government Departments. • Strong technical experience with a proven track record of at least 5 years in executing mid-to-large projects. Will be responsible for co-ordinating all town level activities in terms of its scheduling, and implementation. The PC work closely with all IUWM partners and facilitate in translating plans into successful actions. The PC will also make efforts to support all town level activities in terms of documentation, co-ordination, logistics etc. The Social development expert would closely work with all the stakeholders at the town, district, and ward/sector level and donor representative for committed results and provide necessary support in consolidating IUWM efforts. The PC will also periodically delegate work to other PSU members, besides monitoring the progress of activities. Duties & Responsibilities: • The person will report to the Chief Officer of Mulbagal TMC as part of the PSU. In addition, he will report to Arghyam for co-ordinating other sector specific efforts under IUWM Mulbagal. • Take the bottom-line responsibility for town related timely milestones achievement. • Manage the entire IUWM processes / projects undertaken by various partners, including Mulbagal TMC; participate, co-ordinate and support all activities - from gathering requirements, prioritization, design, managing schedules, tracking progress, resolving bottlenecks, meetings etc. • Should work closely, liaison with and update the local Government agencies, programme partners, NGOs, town / regional level programme support agencies in taking the initiative forward. • Co-ordinate with the larger resource group, other IUWM partners and the documentation team. • Organise meetings / facilitate at town and district level and make presentations on the progress of activities to diverse groups. • Work closely with Arghyam in translating the overall IUWM plans into actions. • Periodically prepare progress reports for various purposes for Arghyam and other partners. • All other tasks on a mutually agreed basis from time to time. Requirements: • Master's in Environment Engineering related to urban sector from a reputed institution. Any other higher qualification is a plus. • Strong project management experience with a proven track record of at least 10 years in executing mid-to-large projects, in the capacity of a Team Leader / Project Leader.
