Infrastructure Development Finance Company (IDFC)Papers may address one or more of the following areas:

Situation analysis

  • Studies assessing current and future water situation in India
  • Water – climate change nexus and implications for the future

Issues in upstream water resource management

  • Challenges in water resource management – upstream (economics, technology, political economy, interstate/local conflicts and rights issues)
  • Equity (economic and geographical) and financing issues in upstream water resource management
  • Evaluation of policies aimed at upstream water resource management, emerging issues and a suggested road map for addressing upstream water resource issues

Issues in downstream water resource management

  • Issues in downstream (municipal, rural systems, industrial) water resource access and usage practices
  • Issues in financing and delivery of water services (inefficiencies - pricing, regulatory, governance, benchmarking/baseline data, reasons for low investment by the private and public sector, problems in market based finance in water sector)

Models for water resource security and sustainability

  • Technological, regulatory and economic alternatives for achieving water security and sustainability (water conservation, recycle and reuse, incentives - tying them in the context of National Water Mission)
    • Integrating sustainable water resource management in city planning practices
    • Unlocking the potential of private sector in delivering water services
  • Alternatives for improving water service delivery and examples thereof
  • International experiences in achieving water resource security and sustainability
  • Water valuation mechanism and their applicability to India

Deadlines:

  • Submission of Abstracts: 30th September 2010
  • Announcement of results of submitted abstracts: mid-October 2010
  • Submission of the paper: 17th December 2010
