The Government of Goa notified a Task Force to develop this plan, which comprised of members of the government, architects, conservationists, and members of the Chambers of Commerce.
The report is divided into the following sections:
Chapter 1: Planning for a better Goa
Chapter 2: Demographic trends
It analyses population growth and trends. It concludes that the population and Goa’s ecosystem is better served by developing infrastructure to serve current population concentration rather than cause populations to migrate to infrastructure hubs
Chapter 3: Economic sectors
It examines the reason why agriculture is being neglected and suggests strategies to overcome this neglect by making agriculture more viable. The task force strongly recommends that the recommendations of the TERI AEQM Plan for the Mining Belt of Goa (1997) be taken into consideration and a mining policy be arrived at. The gap between the skill sets of goans and the needs of the industries proposed under earlier plans (pharmaceuticals etc) and the implications of this gap are discussed
Chapter 4: Social infrastructure sector
It states that housing cannot be looked at in isolation, separately from the issues of job location and public transport. Health, education, sports and recreation are also discussed
Chapter 5: Physical infrastructure sector
Physical infrastructure looks at all four means of transport- land, air, sea, and rail. The task force strongly urges the development of solar power to meet the upcoming power deficit in the state
Chapter 6: Mapping
This chapter discusses the importance of mapping to make the planning process more transparant and participatory and discusses the mapping plan undertaken as preparation towards the regional plan
Chapter 7: Eco-Sensitive zones
This chapter discusses the details of the steps that need to be undertaken to classify the various environmentally sensitive areas in the state
Chapter 8: Safeguarding the Plan
This chapter describes the steps that need to be undertaken to safeguard the plan
