Description:

IMaCS invites applications from qualified candidates for the positions of Consultant – Monitoring and Evaluation. He/ she will advise on / set up integrated monitoring and reporting systems, and institutionalize effective monitoring and evaluation systems under the Rural Water Supply and Sanitation (RWSS) programme at the national level as well as in all states and UTs.

Qualification:
  • A post graduate degree in Environmental / Public health Engineering; or post graduate degree in Science / Statistics / Social Science / with at least 3 years experience (preferably 5 years) in the field of Rural Water Supply and Sanitation programme / Rural Development. Desirable qualification and experience – PhD in relevant field with 6- 8 years of experience
  • Good knowledge and experience of the rural water supply and sanitation programmes, PRIs functioning..
  • Knowledge of evaluation, monitoring and appraisal of RWSS / Rural Development programmes.
  • Knowledge, ability to use computer, MS office including graphics is essential.
  • Excellent written and oral communication skills
  • Ability to work independently without any secretarial support.
  • Knowledge of web based / web enables M&E programmes desirable.
  • Should be updated on development issues, social policies, economic issues, and have the ability to liaise with various departments, institutions, NGOs and experts.
  • Ability to establish good working relationships; analysis and negotiating skills – will be additional advantages.
Job responsibilities:
  • Develop, process, monitoring formats for all the ongoing RWSS projects / programmes under Rural Water Supply and Sanitation sector.
  • Monitor implementation of and evaluate the NRDWP and TSC districts.
  • Analyse physical and financial progress and prepare status report.
  • Critically analyse the processes adopted under NRDWP and TSC by each district and prepare review report.
  • Liaise with key/resource institutions for developing a monitoring network.
  • Assist in organising review meetings, seminars, workshops on M&E aspect of the RWSS programme.
  • Visit states to monitor and evaluate the M&E programme adopted in states/UTs and submit reports to the Mission.
  • Analyse the quarterly monitoring reports submitted by the District level monitoring agencies (DLMs) appointed for TSC and NRDWP.
  • Prepare quarterly progress reports for submission to UN Agency, discussions and review as well as take part in annual review presentation .
  • Undertake any other assignment as directed by JS (MDWS)/ Director (MDWS)
  • Critically assess new sources of data (eg NSS, census, DLHS, NFHS etc) to determine trends in progress in water and sanitation at state and district level
Contract Duration and Appointment:
Initially for one year, but renewable. He/ She would be located within the Department of Drinking Water Supply, Ministry of Rural Development, Government of India, New Delhi and report to the Director DDWS. The professional fee would be in range Rs.40000 to 55,000; per month consolidated (Additional professional fee – additional Rs 5000 per month for fulfilling desired criteria – qualification / experience) depending on the qualification and experience.
