About the Opportunity:
Arghyam is looking for a Project Management Consultant for leading the Behaviour Change Communication (BCC) for Sanitation project at Arghyam. The term of engagement will be for a period of one year with possibility of extension. The person will preferably work from Arghyam’s office in Bangalore or could be stationed at Davangere. The work involves liasoning with organisations in Bangalore and Davangere, as well as travel to other districts in Karnataka. Please send your updated resume to jobs@arghyam.org.
Background:
Rural Sanitation has been one of the core working areas for Arghyam since its inception. In taking our work forward in this area, Arghyam has identified Behaviour Change Communication (BCC) as a strong focus area which needs to be addressed in order to bring about visible change in the rural sanitation scenario. During 2013-14 Arghyam undertook a BCC project and has worked closely with the Government of Karnataka. The project envisaged:
- Creating a communication strategy for Nirmal Bharat Abhiyan (erstwhile Total Sanitation Campaign) based on an understanding of the situation on the ground and expertise in behavior change and pilot this in Davangere district of Karnataka. This included developing the creative materials and tools needed to implement the strategy.
- Supporting the district NBA team for effective implementation of the communication strategy for NBA in one district for which Davangere was chosen.
- Monitoring and evaluation by an independent agency.
- Advocating for scale up in other districts.
During 2013-14, communication and behaviour change strategies were developed and rolled out. The campaign was implemented in 25 Gram Panchayat of Davangere from 26 January – 24 February 2014. The broad activities in the next phase of the project in FY 2014-15 include.
- Roll-out of the campaign to 25 more GPs
- Follow through on toilet construction and incentive disbursal for 50 GPs of IEC Campaign.
- Endline evaluation for IEC campaign • Development of toolkit for scaling up to other districts in the state
Scope of Work:
- Coordinate with the communication agency/agencies and the district NBA team for revisions to campaign design (based on feedback from Round 1).
- Closely work with the communication agency to monitor the revisions and check the material for content and quality.
- Coordinate with the district NBA team for planning the roll-out of the communication campaign to the remaining 25 GPs in Davangere and monitoring during the roll-out
- Communicate with the district government regarding follow up on their side post IEC
- Coordinate with the State RDPR and NBA offices of various districts for advocating the communication strategy and provide initial support to districts interested in taking up the strategy .
- Manage contracts with stakeholders and partners (various communication agencies, research agency, etc.). Manage the disbursal of payments based on achievements against stated deliverables.
- Co-ordinate between different stakeholders and partners for facilitating smooth processes at the field level
- Review and supervise the work of the communication agency/agencies, research agency and NGOs and oversee quality assurance of activities.
Requirements, Qualifications, Skills:
- Degree in the field of Communication/Social Sciences/Management/Public Administration/Environmental Sciences. Masters or other higher qualification is a plus
- 5-15 years of work experience in grassroots development interventions/government/ communication and documentation/ advocacy and related areas
- Understanding of functioning of state government, ability to effectively work with state government institutions and staff, and coordinate with government, NGO, and local stakeholders. Good understanding of Government structures and systems .
- Strong inter-personal and coordination skills. Ability to get multiple groups and partners to work towards a common goal
- Strong communication skills (written and spoken) in Kannada a must.
- Good communication (written and spoken) in English
- Excellent analytical, written and oral communication skills required
- Should be comfortable with the use of computers and internet
- Good Project Management experience
- Initiative, planning and implementing with minimum supervision.
- Attention to detail, patient and persistent.
- Travel is required, 1 to 2 weeks a month
Other desirable experience/skills:
- Experience with domestic water and sanitation would be a strong plus
- Knowledge/experience of development communication and strategy design and developing a variety of communication tools.
- Understanding communication needs of rural audiences.
Fee: Competitive, depending on experience and ability
