User Charges and Rural Water Supply Delivery - A Counter-Intuitive View from South India

A study was conducted in 145 village panchayats of Tamil Nadu to test the effect of user charges payment and recovery on service delivery in water sector. The study covers the impact of O & M charges, Average collection of O 7 M charges and customer satisfaction of the service. It also discusses the policy implication on these factors.
