This report by the Water and Sanitation Program of the World Bank provides an account of the field level initiatives on drinking water security in India. The country faces many challenges in ensuring reliable, sustainable safe drinking water supply to rural households.

Though, in terms of provision of safe drinking water, more than 90 percent of the rural households have been covered, according to the NSSO 65th round survey 2008-09, much remains to be done to improve levels of service delivery, water quality and sustainability.

This handbook for Gram Panchayats has been prepared by the Water and Sanitation Program (World Bank) for the Department of Drinking Water Supply, Ministry of Rural Development, Government of India.

The Department of Drinking Water Supply (DDWS) launched the National Rural Drinking Water Program (NRDWP) in April, 2009. The NRDWP builds on experiences gained through past efforts by many stakeholders and brings all existing rural drinking water initiatives under a single program. The focus of the NRDWP is to ensure drinking water security for all rural citizens in India. Drinking water security means providing every rural person with enough safe water for drinking, cooking and other domestic needs at all times and in all situations, including periods of drought and flood and for livestock.

This Operation and Maintenance (O&M) manual for rural water supplies by the Department of Drinking Water And Sanitation and Water and Sanitation Program of the World Bank complements their Gram Panchayat Handbook released in 2010 . It takes into account the current aspirations and challenges facing the sector, and builds on the framework already set out in the National Rajiv Gandhi Drinking Water Programme (NRDWP) and Strategic Plan 2011-2022.
