It is a part of the peri-urban water security project discussion paper series that aims at having a collection of research papers relevant to the concepts and processes involved in the project that represent preliminary ideas circulated to encourage discussion and comments.

Though the relevant literature is cited at many places, this is not intended to be a literature review per se, but instead seeks to develop a shared framework to identify a set of common issues and questions that merit investigation.

The paper argues that peri-urban can be better understood in terms of its characteristics - a mix of agricultural and non-agricultural land uses, flows of goods, services and resources between villages and urban centers and a social profile that is very heterogeneous and in a state of flux. All these impact upon the local natural resource base, creating particular environmental and natural resource management problems that are often beyond the scope of urban or rural governments alone and require innovative ways of being addressed.

SAWAS (South Asian Water Studies) calls for papers on longer-term perspectives on water governance and management (reform) in India. The papers should not exceed 5000 words (including references and footnotes). We are inviting original, well argued and accessibly written analyses of water sector reform experiences, assessments of future developments, discussion of dilemmas and contradictions, accounts of policy processes and policy instruments, etc.

Papers are to be submitted to Dr Daphne Gondhalekhar at ZEF, Bonn (daphneg@mit.edu) not later than September 30, 2009. Papers will be peer reviewed. Accepted (and eventually revised) papers will be published in a forthcoming issue of SAWAS (South Asian Water Studies)

Crossing Boundaries Project Newsletter aims to share the initiatives undertaken by SaciWATERs and the Partner Institutions in order to fulfill the objectives of the Crossing Boundaries Project. It also seeks to share ideas, goals, concerns and research with partners, civil society organizations, international NGOs, UN agencies and other important players in the water policy sector.

The 24^th Volume of the CB NEWS features highlights of the participation of the Crossing Boundaries team at the World Water Forum 5, Istanbul, 2009. It also brings to you consolidated reports of the recent Staff Training Programme and Reader Workshop organised by SaciWATERs.

Anjal Prakash from SaciWATERs, Hyderabad report on the theme, 'Knowledge, Education and Capacity Development Strategies'.

Coordinated by UNESCO , IHE with about 24 other institutions around the world, the session focused on the issues related to knowledge management and development. This is with in the context of sharing newly gained knowledge through appropriate systems. In particular, the session addressed the need of strengthening the role of education, knowledge and capacity development in sustainable use and management of water resources. Friday witnessed the deliberations of the main theses in three parts , knowledge management and development, institutional capacity building and empowering organizations and people. In his opening remark, Richard Meganck, head of UNESCO , IHE and Kusum of NetWater & WfWp stressed the need to energized actors outside traditional water sector. They called for bridges divides between theoretical and political boundaries. "The capacity building needs go beyond training to develop talent and it starts where training ends"said Ms Athukurala.

The International Conference on Water Resources Policy in South Asia was held in Colombo from December 17-20 at the Taj Samudra. The conference inauguration took off with a grand opening in the presence of 150 guests including special invitees from Sri Lanka. 

The Third South Asia Water Research Conference was held in Dhaka on May 24-26, 2008. The topic was "Innovative Modelling Approaches for IWRM".
