You all must have got the word by now ...Narmada is in serious crisis ...Not just the people and the environemnt, but the very project itself today...And unjust politics is also at its peak again ...This is the last and critical leg of the SSP battle...

Thousands of us are to embark on an indefinite mass action of Narmada from April 11th and sit before the Narmada Control Authority from the 13th at Indore. The situation is very serious and highly politicized, since even as there are 2 lakh adiavasis, farmers, fish workers, labourers yet to be rehabilitated in the submergence area, only corruption has increased ten-fold and gross environmental non-compliance has been exposed by the latest Devender Pandey Committee.

Forum for Policy Dialogue on Water Conflicts (Forum) in India, in collaboration with the Chalakudi Puzha Samrakshan Samiti and Kerala State Resource Centre of the Forum, is organizing a Training Programme on Understanding and Resolving Water Conflicts from 5 to 8 April 2010 in Kerala (the exact location in Kerala would be announced later).

In a world that is increasingly riven by conflict, often involving emergent non-state factions in rapidly changing patterns of inter-relationship, the need for rigorous conflict analysis is more pressing than ever.  However, to be robust and insightful, such analysis must be informed by the wide range of disciplines - including mathematics and decision sciences, diplomacy and international relations, peace and war studies, anthropology and psychology, military and political science, linguistics and communication studies - whose scholars presently engage with the topic of confrontation.  This conference, the 4th in an established and successful series hosted by the IMA will, like its predecessors, provide a forum for sharing the latest thinking in these disparate fields and for building multidisciplinary links between conflict researchers.

The theme of the present conference is the process of conflict transformation.  When conflict analysts focus upon specific episodes within what are usually protracted and complex networks of interaction, they may easily lose sight of relevant issues in the spatial, temporal or causal environment.  Furthermore the processes by which confrontation may transform into collaboration, or co-operation may degenerate into conflict, are central both to conflict escalation and conflict resolution.  The conference will therefore be concerned with the dynamics of conflict processes and will include wide-ranging interpretations and explorations of this theme.

Image and Content Courtesy: Forum for Policy Dialogue on Water Conflicts in India Guest Post by: K J Joy, Forum for Policy Dialogue on Water Conflicts in India The Forum for Policy Dialogue on Water Conflicts in India (Forum to be brief) is happy to invite you to the “The Mullaperiyar conflict: Meeting to understand issues and explore a common ground” to be held on 4th August 2009 between 4 to 8 pm at Constitutional Club, New Delhi. The Forum for Policy Dialogue on Water Conflicts in India is a collaborative effort of many organisations and individuals in the country working on water and especially on water conflicts. The Forum’s work is guided by a Steering Committee and Advisory Committee consisting of some of the important names in the water sector in the country. The Forum began its work in 2004-05 and in the initial couple of years the main focus was to understand different types of conflicts in the country and took up extensive documentation of conflicts across the country. The cases have now been published as a book by Routledge, “Water Conflicts in India: A Million Revolts in the Making”. Presently the Forum is engaged more in activities that can help in resolving conflicts or making them more tractable through scientific studies and dialogue amongst the conflicting parties. The Forum has also taken the initiative to set up two groups of experts to work on two important issues related to water conflicts in the country, namely, 1) water allocations for livelihood needs and ecosystem needs; and 2) the legal-institutional framework for conflict resolution. The Forum aims to take up these issues for wider discussion and debate so that certain degree of social consensus can be built around these two critical issues. Some of the Forum partners are also engaged in active conflict resolution in their respective states. The Forum does believe that with scientific inputs and a spirit of cooperation and dialogue amongst the conflicting parties most of the conflicts around water can be resolved. It is in this spirit that the Forum has taken the initiative to organize this meeting on the Mullaperiyar conflict.

If it appears to the Government of any State that a water dispute with the Government of another State has arisen or is likely to arise by reason of the fact that the interests of the State, or of any of the inhabitants thereof, in the waters of an inter-State river or river valley have been, or are likely to be, affected prejudicially it can request the Central Government under Section 3 of the Act to refer the water dispute to a Tribunal for adjudication.
