Posted on 11 Oct, 2010 03:06 PMThe National Environment Policy (NEP) by the Ministry of Environment and Forests (MoEF) aims at mainstreaming environmental concerns into all developmental activities. It emphasises conservation of resources, and points that the best way to aid conservation is to ensure that people dependent on resources obtain better livelihoods from conservation, than from degradation of the resources. It argues that environmental degradation often leads to poverty and poor health outcomes among populations.

How would we judge ecological sensitivity? Scientists view an ecologically sensitive area as an area whose ecological balance, once disturbed, is very hard to restore. Thus, steep Western slopes of Western Ghats, subject to heavy rains and winds, if deforested, are likely to be quickly stripped of soil cover and for ever lose their pristine vegetation. We do have a scientific understanding of the environmental attributes that render areas more sensitive; we also have insights into processes that have resulted in irreversible ecological damage.

The challenge of environmental management and regulation is immense in a country as large and diverse as India. Over the years, legislation has evolved. With the enactment of the Environment (Protection) Act 1986, the various rules and notifications, and the National Environment Policy 2006, a credible legislative and policy base has been created. But there are gaps in the institutional mechanisms and implementation has not kept pace with the legislative and policy evolution.
To over come this problem Ministry Of Environment & Forests (MoEF) Government Of India, has put forward few plans to set up a National Environment Protection Authority (NEPA), which will be responsible for the creation of new policies, implementation of regulations and dispensation of justice in the environmental domain in India.
Ministry Of Environment & Forests (MoEF) Government Of India, has invited comments from the States, civil society, and other stakeholders regarding the design of an appropriate institutional structure for best addressing the growing environmental challenges.
